The Central Board of Secondary Education (CBSE) has directed heads of all the institutions affiliated to CBSE to disseminate information on PM-DAKSH-DEPwD portal and encourage Persons with Disabilities (PwDs) interested in skilling and /or employment to register on PM-DAKSH-DEPwD portal (www.PMDAKSH.DEPwD.gov.in)
The PM-DAKSH-DEPwD portal is a one-stop destination for Persons with Disabilities, skill training organizations, and Employers of PwDs from across India to be a part of the National Action Plan for Skill Development of Person with Disabilities implemented by the Department of Empowerment of Persons with disability.
The PM DAKSH- DEPwD portal provides end-to-end facilities for PwDs like Unique Disability Identity (UDID) based seamless registration, enrolling in skill training out of a list of 250+ courses, exploring ETPs in their state/District providing skill training, access to study materials, as well as detailed information on the trainers/ETPs.
The National Action Plan for Skill Development of Persons with Disabilities (NAP-SDP) implemented by the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment, Government of India. The Scheme aims to provide skill training to persons with disabilities in NCVET certified and NSQF aligned vocational courses. Its primary objective is to enhance skills of Persons with Disabilities via quality vocational training in order to enable PwDs with gainful employment (Self/Wage based).
Under PM-DAKSH-DEPwD digital portal the Divyangjan Rozgar Setu is created as a job aggregation platform. The platform is aimed at aggregating employment opportunities across India and providing detailed geo-tagged based information on vacancies in private companies to persons with disabilities. PwDs can register themselves via their UDID number/UDID enrolment number on PM-DAKSH-DEPwD. Various Job Aggregators as well as employers of PwDs have been onboarded on PM-DAKSH-DEPwD’s Rozgar Setu with the aim to provide employment opportunities to India’s PwDs.
Further under the Divangjan Rozgar Setu of PM DAKSH DEPwD the Department has also signed MoU with various companies like Amazon, Youth4Jobs, among others that work for employment of PwDs and shall onboard on PM DAKSH-DEPwD by geo-tagging job vacancies for PwDs across India to facilitate employment-related information to PwDs. According to Census 2011, there are 2.68 crore Persons with Disabilities (PwDs) in India (1.50 crore male and 1.18 crore female PwDs). About 1.34 crores PwDs are in the employable age of 15 to 59 years and about 99 lakh persons with disabilities in the employable age group were non-workers or are marginal workers.
Even though PwDs constitute a significant percentage of the population of India, their need for meaningful employment largely remains unmet. In the overall population, the number of PwDs is proportionately higher in rural areas, accentuated by general poverty considerations and poor access to health services. Consequently, PwDs in these areas are significantly disconnected from skills and markets rendering them amongst the poorest in the population.
While improving vocational training and employment opportunities for persons with disabilities is a critical element for enhancing the quality of life for individuals with disability and their families, there are also substantial gains for the larger economy. Substantial costs to individuals and to society are associated with poor employment outcomes for persons with disabilities. In addition to the individual and family benefits, there is also a strong economic imperative to increase labour force participation which will help to address the country’s shortage of skilled labour force, while at the same time reducing fiscal pressures associated with welfare dependency.
