Government developing common platform for working closely with edtech companies and start-ups

In the midst of debates on the need to regulate the edtech (educational technology) sector due to the criticism over trade malpractices, the Department of School Education and Literacy (DoSEL) is developing a common platform to work closely with edtech companies and start-ups to identify areas of cooperation including partnership with NCERT (National Council of Education Research and Training) for developing content. DoSEL feels that it is important to interact and engage with these companies particularly at a time when we are operationailising the National Education Policy 2020 (NEP 2020) and developing the National Curriculum Framework.

One area where DoSEL feels NCERT and edtech companies and start-ups can work together is development of content which is an expensive exercise. This DoSEL feels can ensure that the content offered by these companies can be NEP compliant and NCERT too stands to gain with the exchange of ideas. EdCIL (India) Limited is already involved in the enumeration process (of edtech firms and start-ups). EdCIL, which is a public sector enterprise under the Ministry of Education, offers management and consultancy services, mostly to the Centre and states.

The central government’s move to formally engage with edtech companies comes a year after Education Minister Dharmendra Pradhan announced that the government is working on a policy to regulate the edtech sector. The move to regulate the edtech sector was followed by concerns raised, including in the parliament, that these companies were indulging in malpractices to lure the customers. Around that time, the education ministry had also issued an advisory, cautioning people against enrolling in new courses without careful evaluation, as in many cases paid courses are touted as free courses in advertisements issued by edtech platforms. However, the government stepped back as these companies formed a consortium and adapted a code of conduct to self-regulate their businesses.
