How the Delhi Government Plans to Regulate Private School Fee Hikes in 2025

Action Against Exorbitant Increases to Protect Parents and Students

In response to rising public concern over steep and irregular fee hikes by private, unaided schools, the Delhi government has taken significant action. With complaints mounting—especially from middle- and lower-income families—the Directorate of Education (DoE) has launched a strict regulatory drive to address the issue.

The Problem: Fee Hikes Post-COVID

Following the COVID-19 pandemic, many private schools in Delhi reportedly increased annual fees by 25% to 30%, sparking frustration among parents. Complaints revealed troubling practices, such as:

  • Refusal to issue admit cards for board exams over unpaid dues
  • Threats to de-enroll students for not paying what parents described as unauthorized fees

The DoE labeled the issue “deeply distressing,” prompting urgent measures.

What Is the Delhi Government Doing?

To combat arbitrary hikes, the government has rolled out a multi-layered strategy:

  1. District-Level Inspections

Senior officials, including District Magistrates, are leading inspections of schools flagged by parents. These visits aim to investigate irregularities directly at the source.

  1. Strict Penalties for Non-Compliance

Any school found guilty of fee rule violations under the Delhi School Education Act, 1973 may face:

  • Suspension of recognition
  • Legal takeover of management
  • Severe administrative action
  1. Financial Record Audits

The DoE has initiated special audits to assess how schools are managing funds. Senior accounting experts are reviewing financial records, especially in institutions where complaints are high.

  1. Support for Economically Weaker Students

A nodal officer has been appointed to ensure students from EWS (Economically Weaker Sections) and DG (Disadvantaged Groups) are not denied access to books, uniforms, or admissions. This also covers any discriminatory behavior by schools.

  1. Regulation on Books and Uniforms

Private schools have been told they cannot force parents to buy supplies from specific vendors or frequently change uniform designs. Schools can now change uniforms only once every three years.

Long-Term Commitment

The Delhi government has also pledged to:

  • Pursue pending court cases regarding fee hikes and push for speedy trials
  • Continue increasing education funding, with an additional 2,000 crore allocated for the 2025–26 budget

A Message to Parents

These reforms offer much-needed relief to parents who have long struggled with rising educational expenses. By tightening regulations, introducing inspections, and initiating audits, the government aims to restore balance and fairness in private education.

“The DoE is fully committed to protecting students’ interests. Any school found charging arbitrary fees will face strict legal consequences,” the department said in its latest statement.

The Delhi government’s steps to control private school fees reflect a growing concern for affordability and equity in education. These measures aim to ensure schools operate transparently, respect legal limits, and serve the needs of all students—regardless of economic background.
