In a sweeping crackdown on textbook piracy, the National Council of Educational Research and Training (NCERT), in collaboration with the Uttar Pradesh Police, has seized more than five lakh counterfeit NCERT textbooks and a significant cache of printing equipment and raw materials valued at approximately ₹20 crore over the past 14 months.
The action is part of NCERT’s zero-tolerance approach to copyright infringement, which is a cognisable offence under the Copyright Act, 1957. A total of 29 FIRs have been lodged across different regions against warehouse operators, printers, and sellers linked to this illegal distribution network.
Major Raids and Arrests
In one of the most recent raids conducted in Muzaffarnagar, authorities confiscated over 1.5 lakh pirated books worth nearly 2 crore. The operation also led to the seizure of one truck, two vehicles filled with counterfeit books, printing plates, and raw printing materials. Eight individuals were arrested during the raid.
A similar operation in Samalkha, Haryana uncovered a large-scale illegal setup involving printing machinery, plates, and pirated NCERT books. These raids form part of a broader effort to dismantle the piracy network, which NCERT officials say is causing substantial revenue loss to both the council and the government.
Impact on Students and Preventive Measures
Pirated NCERT books, often printed on inferior paper with substandard ink, not only mislead buyers but also negatively impact students’ learning due to poor content quality and printing errors. Many students and parents remain unaware that they are purchasing unauthorized material.
In response, NCERT has undertaken several corrective initiatives:
- Improved printing standards and paper quality for its textbooks.
- Timely production and widespread distribution to ensure availability in both urban and rural markets.
- Stricter oversight of printing and distribution channels.
- Legal action against a paper mill in Kashipur that was found manufacturing NCERT watermarked paper illegally.
Tech-Driven Anti-Piracy Solutions
To further strengthen its anti-piracy infrastructure, NCERT is collaborating with IIT Kanpur on the implementation of a technological solution designed to secure textbook authenticity. This is expected to help trace and curb future piracy attempts more effectively.
In addition, NCERT has expanded its reach through e-commerce platforms, making textbooks available at reasonable prices with no delivery charges, ensuring that students have easier access to genuine materials.
Appeal for Vigilance
Reaffirming its commitment to academic integrity, NCERT has urged parents, schools, and vendors to remain alert and report any suspicious activity or counterfeit textbooks to the authorities. The council has emphasized that collective vigilance is crucial in eliminating textbook piracy and protecting the academic interests of millions of students across India.
As investigations continue, the crackdown serves as a strong warning against those engaged in the piracy of educational resources and highlights the government’s firm stance on safeguarding intellectual property.
