The Assam government has proposed consolidating the state boards for Classes 10 and 12 into a unified entity to oversee secondary education. The Assam State School Education Board Bill, 2024 was introduced in the Assembly by the state government to establish a new entity responsible for overseeing the education system up to Class 12 in the state.
As per the bill, the merger of the Board of Secondary Education, Assam (SEBA), responsible for Class 10, and the Assam Higher Secondary Education Council (AHSEC), overseeing Class 12, will result in the formation of a new entity known as the Assam State School Education Board (ASSEB). The legislation’s preamble states that the bill aims to regulate, supervise, and enhance secondary education in the state of Assam by merging the current Board of Secondary Education, Assam, and the Assam Higher Secondary Education Council. The ASSEB will have a chairman appointed by the government, overseeing each division under their jurisdiction. Additionally, individual vice-chairpersons will be nominated by the government to assist in managing specific divisions. The newly formed board will comprise 21 members, each serving a three-year term, which can be extended for another three years upon renewal.
According to Assam Education Minister Ranoj Pegu, the aim is to implement the Assam State School Education Board Bill, 2024, to enhance, regulate, and oversee the standards and quality of school education in the state of Assam. This statement was stated in the Statement of Object and Reasons of the Bill. The decision to merge the boards was made during a state cabinet meeting in November last year, chaired by Chief Minister Himanta Biswa Sarma.
