“The culprits should not be bailed out with impunity”: Prof. Camille Gibson, at “ICFAI Law School Intl Conference”

13, Septembert, 2022: ICFAI Law School, constituent of ICFAI Foundation for Higher Education, Deemed University, Hyderabad has organized the Three-Day International Conference on the topic “Legal Contours of Victimology: Theory and Practice” in collaboration with Indian Society of Victimology from 9th September to 11th September 2022 at its campus. The knowledge partners for the conference were, RGNUL Patiala, TISS Mumbai, and ManonmaniamSundarnar University.

The Chief Guest Prof. (Dr) Camille Gibson, Professor of Justice, Prairie View A&M University, Texas, U.S in the Inaugural session discussed about the Victimology from the perspective of by-standers. She also stressed upon streamlining the laws and its implementation is to be made stringent. She also emphasized that the culprit should not be bailed out with impunity. She also discussed about the racial disparities existing in US leading to the victimization of Blacks in the light of recent trends in hate crime against the Black People.

Another Chief Guest Prof. GS Bajpai, Vice Chancellor, Rajiv Gandhi National University of Law, Patiala discussed the various provisions of law highlighting the latest cases cited by Supreme Court of India with regard to the rights of victims besides discussing the efficacy of the guidelines issued by the Supreme Court in the above context. He has also touched upon the recent trends in victimization of women in cyberspace in the light of recent amendments and leading judgements of Supreme Court. He has also focused on secondary victimization by the law enforcement authorities and thus there is need of re-looking into the criminal justice system.

Objective of the Conference: The objective of this conference was to provide a platform for meaningful interaction in the field of Victimology, more so with regard to victim rights and victim justice in the administration of the criminal justice system. The conference aimed to bring together discussions on various aspects of the subject of Victimology.

Paper presentation: The conference was graced by various national and international academicians making it a holistic event by giving their meaningful and valuable inputs. The Centre for excellence in Criminal Law received around 89 Papers from different stakeholders of society including, Professors, Students, Research Scholars etc out of which 67 papers were accepted for presentation based on the abstracts. The conference was divided into 9 technical sessions based on different themes.

Dignitaries Participation at Inaugural Session: Prof. (Dr.) Arvind Tiwari, Dean and professor school of Law, Rights and constitutional Governance, Tata Institute of social Science, Mumbai as Guest of Honour, and Prof. (Dr.) P Madhava Soma Sundaram, Professor and Head, Department of Criminology and Criminal Justice, ManonmaniamSundaranar University as Guest of HonourProf. (Dr.) A.V. Narsimha Rao, Director Icfai Law School, Hyderabad.

Intitally,the Presidential address was given by Prof (Dr.) A.V. Narsimha Rao, Director, The ICFAI Law School, Hyderabad. He highlighted the concept and importance of Victimology in Indian Context and discussed about the various facets of Victimology. Prof. (Dr.) Arvindand Prof. (Dr.) Madhava Soma Sundaramalso spoke.

Valedictory Session: In the Valedictory session Dr. Janice O. Joseph, President of world society of Victimology, Distinguished Professor of Criminal Justice, Stockton University, NJ, USA focused on the Victimization of Women in African Countries specially Rape Victims. She further stated that Violence, sexual assault and femicide have become bew pandemic in many African Countries. She also touched upon the cases of Genocides in USA while questioning the laws and regulations.

Dr. PurviPokhriyal, Dean School of Law, Forensic Justice and Police Studies, National Forensic Science University, Gandhinagarhas pointed out various Lacunae of Criminal Justice System stated that in the process of Justice delivery the Victim is lost. While emphasizing on the objective of CrPCshe stated that the code was enacted to provide with fair trial to both the parties but fair trial to victim is something which is mostly compromised. Provisions of CrPC explicitly provides that the accused must be provided with all the statements registered by victims, witness FIR copy etc but there is no provision which mandates the need that victim must also be informed about the developments at every step of criminal justice system.
